Oakley Library and Community Center
The Oakley Library’s current location inside Freedom High School was always meant to be temporary, and our community of 45,000 residents outgrew the 3,000 square foot facility years ago. A new, larger library would allow for more operating hours, more services and more community events. A new location was supposed to be found by 2004.
Now 20 years later, we have finally found the library a new home at the Oakley Civic Center Plaza! Oakley's 45,000 (and increasing) residents deserve a facility that allows for the operation hours and services of other libraries in the area. Funding has been budgeted for the first phase of the project and the design-build team has been working with the Council's Library Subcommittee and Staff on conceptual designs.

The FY 24/25 Mid-Year Budget Review (scheduled for the February 25, 2025 City Council meeting) includes a request for an additional $3 million allocation to the library and community center project. This proposed funding is in addition to the $7.5 million the City has already committed to the project with General Fund, Public Facility Impact Fees, Special Community Projects Funds, and $2M assumed residual value from the O'Hara property. Combined with the $980,000 the Friends of the Oakley Library have raised (including a $400,000 grant from the Margaret and Dean Lesher Foundation), if the item is approved, the total funding for the project will be $13,480,000.

February 27th Update:
As part of the FY 2024/2025 Mid-Year Budget Review presented at the February 25, 2025 City Council meeting, the City Council approved the allocation of an additional $3 million to the library and community center project. The City had already committed $5.5 million to the project from Public Facility Impact Fees, Special Community Projects Funds, and assumed residual value from the O'Hara property.
The City Council's approval of the additional $3 million with the $9.5 million previously committed by the City and the $980,000 the Friends of the Oakley Library have raised (including a $400,000 grant from the Margaret and Dean Lesher Foundation) brings the total estimated funding to approximately $13,480,000.
