Oakley Library and Community Center

The Oakley Library’s current location inside Freedom High School was always meant to be temporary, and our community of 45,000 residents outgrew the 3,000 square foot facility years ago. A new, larger library would allow for more operating hours, more services and more community events. A new location was supposed to be found by 2004.

Now 20 years later, we have finally found the library a new home at the Oakley Civic Center Plaza! Oakley's 45,000 (and increasing) residents deserve a facility that allows for the operation hours and services of other libraries in the area. Funding has been budgeted for the first phase of the project and the design-build team has been working with the Council's Library Subcommittee and Staff on conceptual designs.

Proposal Evaluation

July 3, 2025 - September 10, 2025

The submittal deadline for a proposals to design and construct a library under a public private partnership was July 2, 2025 at 5 pm. Between July 3rd and September, the review committee will evaluate the proposals received and the top ranked consultant teams will be invited for presentations and/or interviews.

Following presentations and/or interviews, the evaluation committee will again rank the consultants, and the most qualified consultant team will be identified, based on the best overall ranking of the committee members. Contract negotiations will then begin with the highest ranked proposer. If negotiations with the highest-ranked consultant are not successful, in consideration of either the scope or cost, the second-ranked team will be invited to negotiate, and so on.

The City Manager will recommend to the Oakley City Council the highest-ranked proposer who successfully negotiated an agreement. The City Council’s acceptance of the proposal will be evidenced by approval of a resolution authorizing the City Manager to execute the agreement.
