Oakley Library and Community Center

The Oakley Library’s current location inside Freedom High School was always meant to be temporary, and our community of 45,000 residents outgrew the 3,000 square foot facility years ago. A new, larger library would allow for more operating hours, more services and more community events. A new location was supposed to be found by 2004.

Now 20 years later, we have finally found the library a new home at the Oakley Civic Center Plaza! Oakley's 45,000 (and increasing) residents deserve a facility that allows for the operation hours and services of other libraries in the area. Funding has been budgeted for the first phase of the project and the design-build team has been working with the Council's Library Subcommittee and Staff on conceptual designs.

At the September 23, 2025 City Council meeting, the City Council received a presentation from Woodland Construction Builders, Inc. and Siegal & Strain Architects and adopted a Resolution approving the Design-Build Agreement with Woodland Construction Builders, Inc. and authorizing the City Manager to execute the Agreement and a Resolution establishing the Library and Community Center Project Specific Sub-Committee for the Design-Build phase of the project and appoint no more than two Councilmembers to the sub-committee.

Mayor Shannon Shaw and Vice Mayor Hugh Henderson were appointed to the sub-committee.
